Vehicle Immobilization (Booting)

Vehicle Eligibility

 A vehicle that has accrued three (3) or more delinquent parking citations, is eligible to be impounded or immobilized under city ordinance. 

A citation is delinquent when it remains unpaid after 15 days from the date of issuance. Citations that are actively being contested with the municipal court will not be included in citation counts for eligibility. However, upon determination of liability by the hearing officer, citations not paid within 15 days of the decision will be considered delinquent and will be taken into account for boot eligibility.

Boot Notice

Boot eligibility notices are affixed directly to the vehicle via an orange tag that states the vehicle has been identified as having accumulated three (3) or more unpaid, unadjudicated parking citations; and may be immobilized or impounded. 

The owner/operator of the vehicle has ten (10) days from the date the notice was affixed to the vehicle to pay all outstanding citations or request a hearing. The vehicle will not immediately be immobilized after receiving the third citation.

The registered owner of the vehicle, in addition to being responsible for all outstanding parking citations, will be responsible for all fees and costs incurred in immobilizing and impounding the vehicle, including storage fees.

Boot Hearing

You may request a hearing to determine if the vehicle should be immobilized or impounded through the Municipal Court.  Request of a hearing will stay enforcement until a determination of immobilization or impoundment has been made by the court.

Failure to request a hearing before the expiration of the ten-day period, or failure to appear at a requested hearing will constitute a waiver of the opportunity to oppose the proposed impoundment or immobilization.
