Investigations

The primary function of the Criminal Investigation Division (CID) is to conduct follow-up investigations of reported crimes. Crimes may include but are not limited to: homicide, suicide, unattended deaths, assaults, sexual assaults, robbery, elderly or child abuse, burglaries and thefts. These investigations consist of interviewing suspects, victims, and witnesses; analyzing information for validity, reliability, and accuracy; and compiling a comprehensive and factual case file to be presented to the District Attorney. CID also supervises all Registered Sex Offenders residing in the city of San Marcos.

CID has two primary Investigative Sections: Crimes against Persons and Property Crimes.

CID is staffed by one commander, two sergeants, and 11 detectives. One detective position is rotating and is temporary in nature. The division has two vacant detective positions that are unfilled due to patrol staffing shortages.

CID is also staffed with support personnel. Evidence technicians, Victim’s services specialists, a crime analyst and an administrative assistant all provide support to the detectives during their investigations.

Not all reported crimes are assigned follow up by a detective. Active cases are those that meet a high solvability factor that include but not are limited to: significant leads to identify a suspect, physical evidence, witnesses, traceable property, and a cooperative victim.   

Crimes against persons are defined as are those whose victims are always individuals.  Homicide, sexual assault, robbery and assault are examples. Crimes against children, elderly and disabled fall under crimes against persons.  A detective follows up on all reports of child abuse that are received via the Texas Department of Family and Protective Services (DFPS). 

Property crimes are defined as those whose goal is to obtain money, property, or some other benefit. Fraud, theft and burglary are examples.
