The City of San Marcos has more than 20 departments and divisions employing approximately
500 personnel to serve the community. The goal of
all city departments is to support the initiatives of the City Council
and City Manager, to provide prompt, courteous service to the citizens,
and protect the safety and welfare of citizens and visitors alike.
| Airport |
San Marcos Municipal Airport is a division of the City Manager's Dept. Facilities at the airport offer full airframe and powerplant repairs, all avionics repair and installation, new aircraft sales, pilot support and supplies. |
| Animal Services |
Provides pet adoption services, issues pet licenses, and handles animal-related complaints. |
| Building Inspections |
Performs ordinance enforcement in construction, zoning, and related activities, reviews plans, and performs construction field inspections. |
| Capital Improvements |
Responsible for the planning, design, and construction of the City’s Capital Improvement projects. |
| City Attorney |
Provides legal counsel to the mayor, city council, and city departments. Represents the City in
legal matters. |
| City Clerk |
Responsible for giving notice and recording City Council meetings, maintaining official records and documents, administering City elections, and offers vital statistics services (birth and death records, passports applications) to the public. |
| City Manager |
Provides staff support to the City Manager, implements the priorities and programs of the City Council, communicates with the public and media, and assist citizens. |
| Community Services |
Responsible for the organization and operations of depts that benefit the quality of life for the community. Parks & Rec., Library, WIC, Health/Animal Services and park Rangers fall under our Community Services Dept. |
| Development Services |
Responsible for the organization and operations of Community Development Block Grant program, Neighborhood Services, GIS, Permit Center, Development Planning & Long Range Planning. |
| Electric Utilities |
Electric Utility is operated as a City department, with policies and electric rates established by the City Council. |
| Finance |
Responsible for safeguarding assets, overseeing revenue collections, utility billing, property tax administration, purchasing, investments, fixed asset management and financial reporting. |
| Fire Rescue |
Dedicated to providing a well-trained, motivated, and diverse team who deliver prevention, educational programs, and emergency response services to our community in a safe, responsible, and efficient manner. |
| Environmental Health |
Regulates and inspects food establishments, day care centers, public swimming pools, on-site sewage facilities. |
| Human Resources |
The Human Resources Department helps ensure a fair and equitable workplace for the 500 employees of the City of San Marcos and protects the assets of the City through its risk management program. Training, safety programs, Civil Service, job applications, pay administration, benefits management, and performance evaluations are coordinated by the Human Resources staff. |
| Legal |
Provide legal advice to the City Council, to boards and commissions, and to City staff members on municipal issues including economic development laws, ordinance drafting and enforcement, civil liability, open government laws, criminal law, employment law, procurement law, real estate law, annexation law, land use/development law, and public utility law. |
| Library |
The public library provides the community with free access to a diverse collection of library materials for all ages and interests. The library is open seven days per week and offers research assistance in person, online, and over the telephone. The library has 46 computers available for public use of the Internet and Microsoft Office applications. Wireless Internet service, computer printers, scanners, and photocopiers are also available. The library offers activities for children including four weekly story time programs. For adults, the library offers free GED and ESL tutoring, computer classes, book clubs, concerts, and other leisure learning opportunities. Library cards are free to all residents of Hays County and children in the SMCISD. Non-resident cards are available for purchase. |
| Main Street |
A developmental program designed to capitalize on the unique character of the downtown commercial district. Programs and projects are developed to address the needs of downtown San Marcos. |
| Municipal Court |
Municipal Court is responsible for the judicial enforcement of all Class "C" misdemeanor laws, including parking tickets, established by State Law and City Ordinance. Enforcement includes conducting bench and jury trials, hearings and arraignments, issuing arrest warrants, capias pro fines, subpoenas, summonses and notices, preparing appeals documents, collecting fines and fees and reporting collections to the City and State.

| Parks & Recreation |
Responsible for delivering parks and recreational services in addition to annual programs and hundreds of classes, special events and activities. |

Provides land use planning services; processes subdivision and development plans; other current and long-range planning services. |
| Police |
Enforces state and local criminal laws; crime suppression/detection in the City and other police activities. |
| Public Services |
Responsible for the organization and operations of depts including Water/Wastewater, Electric Utilities, Transportation and Utility Conservation. |
| Purchasing |
Responsible for providing assistance to City departments in securing goods and services in the most economical, efficient, and timely manner possible. We handle purchases in a manner ensuring competition between potential vendors and contractors in accordance with local, state and federal laws and regulations, sound internal controls and professional purchasing. |
| Utility Services |
Provides electric, water, and wastewater services to the San Marcos community. |
| Transportation |
Responsible for the maintenance and repair of City streets, sidewalks, drainage, traffic signals, pavement markings, signs, vehicles and equipment. We also manage the residential solid waste collection contract, and the drainage utility, as well as respond to emergency situations. |
| Water/ Wastewater |
Promotes water conservation and works closely with agencies such as the GBRA, the Edwards Aquifer Authority, the Texas Commission on Environmental Quality and other organizations to develop regional water policies. |
| Women, Infants & Children (WIC) |
Providing breastfeeding support, nutritional education, supplemental WIC foods, and referrals to other health and social service agencies. |
